Act 170 Merger Study

Purpose Statement

The primary purpose of the mandated merger committees under Act 170 is to evaluate long-term educational viability, financial equity, and operational efficiency. Specific elements of the study process include: 

• Geographic and Structural Configuration: Determining the most appropriate and sustainable boundaries for newly unified districts. 
• Operational Integration: Planning how to combine administrations, align curricula, and integrate governance while preserving local student opportunities. 
• Tax and Financial Impact: Analyzing how the newly proposed unified union district will fit into Vermont's updated foundation formula and statutory spending caps.
